To help resolve this issue as efficient as possible, can i please confirm a few things with you: You get the Goggles upon defeating the Gym-Leader Flannery in Lavridge Town, May will be blocking the exit and should hand them to you, can you please confirm with me if you have beaten this gym? If you did beat the Gym, was there no interaction with May afterwards? Petalburg City should also be accessible, can you check to see if you are able to go to that gym if you haven't beaten it already Furthermore any screenshots regarding this issue (inventory, the text log showing you cannot enter the desert etc) would be helpful! I'm surprised you haven't added it yet but add ms and bms as chest drops. Also, chest drops need to be refreshed and provide less TMs and more of other stuff.
