Hello, It would mainly hit low level Pokemon that kill high level Pokemon. Once the level difference isn't that big anymore most Pokemon won't hit the EXP limit anymore anyways.

Hello, the reason script spawns are shiny- and form-locked is cause it's more likely to encounter rare spawns from them. Unlike normal spawns they are usually cooldown based and therefore more likely to encounter but at the same time more people do that cause the time investment is less. That's why it'd increase the rare shinies and forms count by a lot if we remove it, and that's something we don't want. I have to deny your suggestion for these reasons.
