Unfortunately, that's a consequence of the server transfer, since your Bulbasaur's ID changed and Oak no longer acknowledges it. You'll have to either catch a new Bulbasaur in Silver or go back to Gold and submit the one you've got (without saying to Oak you want to train another Pokemon).
