I have a paralized poochyena which outspeeds all enemies i encounter (i am using bite). His speedstat is 19 (with paralize 9 i guess) I outspeed pidgey zigzagoon skitty and all stuff I have caught a skitty with 13 speed as proof. If ur interested i have screenshots of both poke
