I have restarted the game about five times and still nobody is there I don't know how I could miss a step

The reason why I think my game is broken is because when entering the 8th gym in hoenn and going up to the gym leader there is nobody there. I looked at the hole and walkthrough and every step the walkthrough did I did I don't know what to do
