I've fixed it

I'm currently stuck on the legendary quest for the dogs, raikou is not in mt silver 3f even though i've done all the pre reques to move him here to gather the data I I've already gathered both suicuine and entei's data, however i cannot gather rakiou's data because it does not show up, I've tried going back to the bell tower and the burned tower and back to the rakiou location, still no luck.
