Is it possible to evolve Chingling in johto? I have one at level 60 and full happiness but it just won't evolve

I bought a 15 day membership after buying 100 coins and I'm around 6 days in but half of this time the servers have been down or in maintenance, is there any way to have it extended for the amount of down time or some of the coins to be refunded?
