[Charizard Y Quest]

It's alright now because I found another one yesterday so it doesn't matter anymore now. I was just confused since I thought this one here would work?? Would it or does a perfect 90 not count and it needs above 90?

Hello. I started the quest for Charizard Y and I caught this charmander which has the right nature and the ivs are perfectly 90. But Oak said it's too weak.. why? Doesn't it pass the requirements?

[Can I delevel a Pokemon.]

Hello.

I held the wrong item on my Gligar and I leveled him up to level 100 but he didn't evolve because I had the wrong item. Is there a way you can delevel him so I can evovle him?
