figured it out, nvm.

I just beat the 4th gym in Sinnoh and i need to follow the galactic grunt back through Pastoria. The problem is the grunt isnt on the north side of Pastoria and the guards are still blocking the way into the valor lake front. Ive logged out multiple times and i have no idea how to continue on. Help please!!!
