whats the best method to get smeagle to lvl 100? i ev trained his sp atk and he still cant kill anything. is there a secrect trick besides rare candies.

i was ev training on route 31 in johto and a nuzleaf stole my macho brace. I did not get it back after the battle. How do i get it back?
