Dougao

Hi there, I've got to Mt. Silver 3F and I have encountered Raikou, but he would'nt fight me. I could only get my character saying that I should not touch it and the seen data was not registered in my pokedex. Now Raikou is gone and I can't get his data. Am I doing something wrong or is this a bug? Thank you in advance.
