It is possible to catch legendarys but it limited to events. You can catch mew with a a quest and there was an event with jirachi. There's also a suicune event right now I think I haven't looked into it

Need a groups of people I can laugh around with, I know 40 hours is the minimum but I'm adding to it fast. Most guilds want 16 badges to join but technically in this game I have 5 badges but I have completed every Pokemon game existed. General knowledge of Pokemon is high.</t>

It means no because each goldeen will have its own 5%. In theory all the goldeen you find might not have it
