Is there a way for me to start over so I can choose a new starting pokemon?

I believe I figured it out. I'm playing this on my phone and I can only connect when I connect to wifi. Am I not able to connect to the servers if I'm using mobile data or is there something I need to do in order to connect without being on wifi? Thanks for the help!

I've been trying to connect since 11pm CST to either server but every attempt ends with "cannot connect to server" I've uninstalled the app multiple times but still no success. Please help with getting this resolved. Thanks :)
