I actually have the same issue of Victor not appearing again after I run the story line. I asked one gm in-game and he said he should respawn after 7days, but I went to check on the beach many times for an entire month and got no sight of Victor. It seems that I am not the only one having missing Victor!

same for me, pikachu starter and no npc wonder if there is any additional requirements
