Hi @M3ru3m! I did teach surf to my Quagsire but not to any Pikachu or Raichu... Attached are screenshots of my dialogue before and after I select my Raichu. It is the same whether or not I know thunderbolt. Thank you so much for your help!!! Stahya edit: I also included a ss of my Raichu!

Victor won't teach my Raichu surf. The Raichu is my OT and I already defeated him. He doesn't know any event moves (presuming they are moves taught from gym TMs). Is there a reason I can't learn it/is there a workaround?
