Is the switch mechanic in Vermillion City Gym bugged?

My bad i presumed it was the same mechanic as the official Pokemon games and was a switch next to the original -
The first switch is always in the same place and I've tried all the 4 switches around it yet none of them work, I have done this like 200 times so far and no luck.. :Nervous:
