Unable to use waterfall to scale up waterfalls

Oh! Ok. I was under the impression that we need the 8th badge in Hoenn. I will try that and reply to this post in a day or so. -
I am in Mt.Coronet, Sinnoh trying to go up a waterfall, but I am unable to. I wasn't able to resolve this on discord.
