All trainers from all regions get stronger. That link is for trainers rework and it's completed for Kanto, Johto and Sinnoh region.

[Zubat stats]

Both of your Zubat are good enough for story (can be troublesome for leveling up but useful) but if you are aiming for PvP then you should hunt some more and better Zubats. For PvP I would prefer jolly nature with infiltrator ability and all stats (except special attack) atleast above 20 for such common pokemon. 

[When should i evolve my magikarp]

You can evolve your Magikarp early. Just focus on it during the story and you will get the needed exp. Meanwhile catch a Gastly (don't evolve him) and train only 3-4 pokemon. You will clear Kanto with ease.
