i cant go to Lavender city because the road is under construction. Currently im stuck on Celadon city after deafiting the gym.

I finshed the gym in Celedan city and the guide says that i will fight Red when i leave the gym. I tried a couple of times to see if he will spawn but he doesn't 2 days now and im stuck in Ceadon city unable to go to Levander city. How can i solve this bug or make him spawn or move to the next city
