As we know PRO was not implementing animation on every move, I found there are two main reasons.
1.It needs time and money and it is not the priority problem to solve.
2. worry about players deactivate them for faster battles
So why not make it as a buyable item ?
It may just like the membership, or said differently, It just like youtube subscription.
The animation do not need to be perfect or whole, it just need to be updated regularly.
And I thik the players who really love the animation (identifiable move) will pay for it.
You will be cheerful using the move with animation when you pvp with another player .
Of coure the players who do not care would not pay the item.
I thinke it is a eclectic plan.
