Hope someone helps

I just beat E4 in Hoenn and am trying to do transportation quest, have talked to almost every security person in pokecenters. Yet the quest doesn't seem to start, haven't seen the convo between watson and team aqua/ magma (as far as I can remember), and don't see any guards that I can beat to unlock the electric barriers. Is this a bug or am I doing sth wrong?
