I lost a battle while i was fighting with dewott in the coballion quest and when i respawn it appears the evolving scene but i cant move my character because that sign . And an extra question, if you kill keldeo it would respawn again?

I have been asking the old man in Pacifidlog since 2 weeks ago, and he never see the island , is it normal?
