I can not access the valley trainer

I have completed a subway quest but it still does not appear the option... -
I do not have the option to go to the valley trainer. I have defeated Red Boss. I have 46 Evolved. i have 131 Pokemon caught native of Kanto. What are the requirements to access the valley trainer?
