Found him. He was moved to the bottom left of the Viridian Maze (where the rocket grunt is, you have to beat him and then go past him).

Found Teddiursa in route 22. Due to server reboot, I couldn't take a screenshot, but I did catch it. -
Is that why he is not appearing there right now? I wanted to teach some Pokemon Headbutt, but could not find him there, he was simply not in his usual location (all the way up on the left side).
