You might have to just catch a low level one. The level might be so high that they technically never had the ability in the first place.

So i completed the rocket hideout in celadon, was able to get my 4th gym badge. Went to lavender town to go to the pokemon tower, realized i didn't have the silph scope. went back to celadon city and now I can't access the team rocket hideout at the game corner. It's blocked by a NPC. Can anyone help please? Maybe load my game at an earlier point? I just don't want to have to start all over I grinded so many levels already. I saw a similar post for this and the OP had said "Chappy" fixed this. Chappy I need you!
