Try using alt + enter on your pc. And as for your Android download. Make sure you turn on the security setting that allows for installation of applications not from the app store.

In regards to your 2nd point. A system almost similar to this is already implemented but players outside the staff don't see this on the chat.

Naming and shaming in public isn't the best option. I would suggest you post some evidence such as a screenshot and put it in the report center section of the forums. -
