yeah it is bugged.. unboosted dragonite attacks outrage first before my kingdra with swifswim under the rain

counter should ignore type resistance.. it should double any incoming physical damage to any type.. it does little damage when used to pokemons who resist fighting.. pls fix.. thanks!
