The one in the bin respawns, I'm not sure how often though. Which bin?

I used a pecha berry which I apparently needed to progress and now I can't find one so I'm eternally stuck. What have you already tried to solve the problem? Went back to cerulean, searched for pecha berries everywhere Description and Message Can you please help me?
