but with nidoqueen i switch cut and surf with my HM anytime i want , why pikachu is diferent?

Hei guys congratulations for the game. My start pikachu learn surf, and i used for a long time, yesterday i switch surf for flash just because of a tunel and why i can switch again flash to surf? Thamks
