Having Trouble With My Surf Mount

Alright everyone, thanks for the responses -
I'm not really sure what I'm doing wrong, I have a surf mount, but I don't know how to use it. I've tried using it on the water, but nothing happens. I feel stupid, what am I doing wrong? (I just got my 4th gym badge, do I have to be further in the game?)
