I didn't realise i have ended the quest, that's why the guards didn't let me in. Thank you for the help!

Hi! I've a problem in Silph Co, i entered and started to beat team rocket. Then i got out to cure my pokemons and when i tried to enter again, their was a guard covering de elevator and another guard covering de stairs. Do you know how i can get in? Why this guards suddenly appeared? Thank you!
