I have finish e4 hoenn and after i I followed the tutorial for teleport quest, i found a problem in power plant. 2 pokemon block road and i can't start my quest

I lvl up riolu at 6:00 am and 18;00 pm and not evolve...255 happy Can anyone help me plssss is lvl 99 ç_ç
