What have you done before the problem was there?
I trained my pokemons at the "Fuchsia Beach" and defeat Victor unfortunately (i didnt know that he train one of my pokemons surfer).
What have you already tried to solve the problem?
I found a thread where someone said that Victors cooldown is about 2 weeks.
