NO where do i ind that

I am currently trying to get out of Cerulean city. I have defeated Misty and when i try to take the path on the right i am blocked by a guard with two growlith's saying "Team rocket robbed this place". I though that i might be bugged and i didn't really get the badge so i went back to misty and she says that i have defeated her. I also restarted my game as well as logged out of the server, this is happenng on the blue server plz reply if anyone knows whats going on.
