[I can't find suicune on top of Tohjo]

As the Title says I couldn't find it at the top on Tohjo I last saw it in Cianwood City inside the house and then ran away I checked route 42 - Mt.Mortar (Even the inside of Mt.Mortar) there's no suicune to be found. I coudn't find any answer on Youtube and google help me so that I could finish this quest. (Side note: Already Defeated Entei and Raikou cause I have a dex entry on both of them)
