my seaking learned waterfall by lvling, didnt moved to hoen jet

Hey everyone hope someone can help me, i want to finish my dex on johto but in the end i have a big problem with finding suicune i know that it has been moved from the left side at tohjo falls up behind the waterfalls so i took a seaking with me and tried to get up to the legendary dog. but only thing that happens is that i get pushed back. someone can help me?!
