Most pokemon that evolve by stones, do not learn new moves. If you want the moves you have to have the pre-evolved forms learn them first.

I would like to point out that the 8th gym's Pokemon is weak to fire or at least it was some updates ago (not sure if it still is), so a fire type like charizard or arcanine (just naming some of the more popular ones) should make it quite easy.

You can rebattle all npcs (except gym leaders) one week later. It does not matter if you won or lost.

You're not given the actual Eevee as a Pokemon, think of it more as a quest item for now. You're supposed to save it later.

<t>I wanted to mention, if you have ever seen the pokemon before (even just in combat), it will show up in the Pokedex and tell you it's location, spawn times (Day/Night/etc.), if membership is needed, and even if it's found in the grass or water, but not it's rarity.</t>

Because they're still updating all pre-Gen 6 pokemon to have their Gen 6 movesets. Right now only Gen 1 and 2 pokemon have their Gen 6 movesets coded into the game.
