100k electabuzz

I've gone to safari twice to learn ice punch for electivire. First I've tried it for electabuzz but it said that it can't learn so I maxed the level of buzz and evolve it but when I return to safari johto to learn ice punch from tutor. it still doesn't learn ice punch. ^ there is the screenshot. sorry I didn't got the screenshot on electabuzz. I don't know if it is bugged or it's just not implemented on electivire yet. cause I have search on google that electivire can learn ice punch so that's why I ask this question.
