Anyone have an idea of what Level the Lapras in route 21 and seafoam 4f are around? Trying to see if it's possible to do the repel trick for them. Thanks

So been trying to hunt it down for awhile. Tried Viridian forest, as well as the power plant but just keep running into normal Pikachus. Is this bad luck or am I just missing something?
