But i can only use it on a water type pokemon right? And how do i get one if i can't go on water?

I already finished Saffron city and everything and i got a bike too but if i go to Route 19 the sailor still says he can't leave and i don't have a surf to be able to move on water. where can i get one?<br/> I mean i got surf TM i need that vehicle stuf
