Nebulas Posted July 17, 2018 Share Posted July 17, 2018 Hi there It appears that you do not own HM03 - Surf, as said in the Chatbox. You cannot Surf without having the HM in your inventory. The HM is found in the Kanto Safari in Safari House 4, and this house is found in Safari Zone 3. Talk to Victor on route 19, for more info. Hope this helps, and with this said, I wish you a good day!
