can't enter terra and marine cave

I am trying to do my jirachi quest. To complete it i need the seen data of Kyogre and Groudon but if i get to the entrance of terra and marine cave the npc won't let met true. I am sinnoh champion and proffesor Birch says that i have 401 hours played in hoenn, but i don't think that is right because my total playing time is 556 hours. I hope someone can help me because in really want that legendary ;)

Oh I am very glad I had you post here! The solution is simple.

 

There are 3 requirements.

1. Hoenn champ

2. 50 Hoenn hours

3. You must have a party of only level 100s

 

That should do it for you :)
