Bellossom is able to learn Moonblast through the pre-evolution move tutor. To access this tutor, you'll need to have unlocked the daycare centers, where you can teach your Pokemon egg moves and moves learnt by prior evolutions. If you haven't already unlocked the daycare centers, please check out this Egg Move Guide for details on how to proceed. Upon ending the daycare center, head to the back of the elderly couple and talk to the pre-evolution move tutor.
