Hi there,

 

As explained to you on PRO's Discord, Cloud Nine ability only negates weather effects: it doesn't actually remove the weather currently set.

 

You can find an example in this topic about Solarbeam during Sun weather against a likely Cloud Nine wild Psyduck.
