You can revive Armor Fossil into Cranidos in the following locations:

• Oreburgh City Museum. In order to revive your Armor Fossil there, you need to have the evolved data of both Cradily and Armaldo, the two Hoenn Fossil Pokémon (Their base form can be obtained by reviving the Claw Fossil and Root Fossil in other regions.)
  
• Historical Site. You can revive Armor Fossil there and also bring a Pokemon with Synchronize ability for better results, in exchange of a price. To unlock Excavations, you need to complete the quest, shown here
