As informed in the announcement, It will be respawned in the spot you are supposed to catch it, only for those who had lost it due to server crashes. however, there is no ETA as to when its going to arrive exactly.

Yes, He will be respawned for you in the same place, stay tuned for when he does in the DISCORD SERVER and make sure to catch him this time. It would also be recommended to relog after catching manaphy so you are able to force save the pokemon and it doesnt get lost by roll-backs.
