Is there any way to lower the level of a 100lvl pokemon?

I got a 100 level epic pokemon with incomplete evolution.

Is there any item or npc can help me to evolve or lower the level?

If not, I suggest to add a item for lowering a pokemon level which can only buy in coins.

Judging by the fact you say you "got" it, I assume you bought said pokemon, what I want to know is why did you buy it if it was level 100 at an incomplete evolution? In none of the games has it been possible to evolve a pokemon at level 100, nor de-level it.
