Have looked all over but can't find a way out or any more Rockets to fight to gain exp.

Go train, lvl, and catch more pokemon. This is a problem a lot of us have early. I made it past that, and couldn't quite beat Sabrina. So I'm levelling and preparing for that fight now. Key rule:keep training, and don't give up!!!

When u lose battle with gym or giovanni, you can battle agin wihtout gain any exp more. This make people do not abuse to get exp from these one.

I can't because I'm Trapped. In the rocket base, I respawn back in a cell, not a Pokemon Center. The base doesn't spawn Pokemon and there's no one left to fight.

The original rocket base, where everyone's wandering around to stick you back in the cell? Avoid their sight lines, and go back upstairs to the casino floor. You can get outside from there...

The tips is be smart to avoid vision of team rocket and run. This is the function of quest and fail around 5 times will do easily for escape (by watching these npc move order)
