Hello,

Yes, you are allowed to use more than one Eevee Evolution in PvP, you can even have a team that is composed only of Eeveelutions, like Flareon, Jolteon, Sylveon, Vaporeon, Umbreon, Leafeon. However, just like with every other species, due to Species Clause you may not use two or more of the same Eevee Evolution. Only one Pokemon species is allowed per team, and eeveelutions are all counted as different species.
