I'm sorry for the inconvenience caused. Yes, the accuracy of the move is 95%, as listed in here. However, I could not reproduce the issue you faced. Keep in mind that missing is part of RNG (Random Number Generator) and it's random, as its name says. There are possible factors that might have affected the accuracy of the move, such as:

  • Opponent's Pokemon had its Evasion rose (In PvP, that is against the rules and punishable.)
  • Your Pokemon's Accuracy was lowered (In PvP, that is against the rules and punishable.)

Evasion Clause: A Pokemon may not have +Evasion or -Accuracy moves in its moveset. Using +Evasion moves or -Accuracy reduction moves are forbidden. Screenshot evidence is required.

 

In case none of these happened, then it was an unlucky experience for you, to miss that move multiple times. However, I can reassure you that the move works as intended.
